Engagement of Experts by the Commission of Inquiry

The Commission of Inquiry into the Construction Works at and near the Hung Hom Station Extension under the Shatin to Central Link Project has engaged the following experts to assist the Commission in discharging its duties under the Terms of Reference and to act as expert witnesses at its hearings –

Professor Don McQUILLAN,
FIAE, FICE, FIStructE, FIEI, FCIHT, FConsE, MAPM, MAE

Professor Don McQUILLAN, President of the Institution of Structural Engineers and a Fellow of the Institution of Civil Engineers of the United Kingdom, has over 40 years of experience in the engineering field. He specialises in forensic engineering and project managing multidisciplinary projects. He is currently a Director of RPS Consulting Engineers, and a Royal Academy of Engineering Visiting Professor of Engineering Design at Queen’s University Belfast.

Mr Steve ROWSELL,
FICE, FCIHT, MCIPS

Mr Steve ROWSELL, a Past President of the Chartered Institution of Highways and Transportation and a Fellow of the Institution of Civil Engineers of the United Kingdom, has over 40 years of experience in the public and private sectors on major transport infrastructure projects. He was appointed as Procurement Director and Construction Divisional Director respectively at the then Highways Agency of the United Kingdom Government, and is currently a Director at Rowsell Wright Ltd., a procurement consulting company.
